BEST ANSWER: This skirt is gathered at the elastic waist , but it's not bulky or bunchy. My tops lay flat and I don't feel I have a "bloated" look.

BEST ANSWER: I can't answer this question as the one I ordered has already been returned. I can say that I didn't notice an issue with the length (maybe mid calf on me) but it does run very small. I didn't like it well enough to order a size (or 2!) larger.
